The Filipino citizens enjoy public services, with the sense of obligation to contribute to the national funds and respect to taxation power which inherently is the bloodline of any surviving state. The citizens so respect this state power for one reason—they know the collections will be used to execute government programs and functions. However, only a few Filipinos are truly informed on the primary functions of the state. Patterned after the US constitution craft, the 1987 Philippine Constitution spells out the main and optional functions of the Philippine government: the former being Constituent, and the latter being Ministrant. Public works, education, charity, health and safety, and trade and commerce are examples of ministrant or optional functions. This would perhaps make you question: What are the state’s constituent functions? There are several answers to that question, but they irrefutably all anchor on one common ground: PROTECTION OF THE CITIZENS, which thereby means protection of the state’s sacred land and precious authority and sovereignty. Anything, everything, and all that pose a threat or danger to the welfare and lives of its citizens are thenceforth considered as inimically serious against the strength and integrity of the state; failure to suppress the rise of those imminent dangers could mean the eventual destruction of the state.
