No, Dick was not a bad brother.

Pre-crisis, the original timeline, Dick bonded with Jason before his parents even died. Jason's entire intro revolves around Dick bonding with the Todd family. Including how the Flying Todds die. Afterwards, in the immediate aftermath, Dick was the one who comforted Jason. Later on when Dick becomes Nightwing he gave Jason Robin as a sign of trust and respect. Hell, he even sticks up for Jason when Jason fears that he'll get in trouble for working with the Titans without Bruce's approval. The only reason they weren't closer was because Marv Wolfman does not like Jason Todd.

Post-crisis we run into the same issue. Marv Wolfman is to blame for them not being close. That's it. Dick didn’t hate Jason, nor was he a bad brother, he was just a distant one. Originally, post-crisis Dick also gave Jason his Robin costume, but later retcons like n52 and Rebirth remove that core detail.

If you want to say Dick was a bad brother, look no further than n52 & Rebirth Outlaws. That's the closest he comes to being a bad brother to Jason prior to Jason's death. Prior to the new 52 their main issues come about in Jason's return, not his time as Robin.

And please, for the love of god, read Jason's pre & post crisis 1980s appearances before you comment on his dynamic with Dick.

Dick stays at the circus after his parents pass away. He works, earns his keep, but eventually the owls come howling. They burn everything– and Dick escapes with Zitka. Dick helps people on the run, his bright clothes and defiance of the owls gives him the moniker 'Robin.' It's still his mother's name for him though. She chose it to separate them from him. She didn't want them taking her son. Eventually, Dick's luck runs out and he's captured. The labyrinth is torture. The experiments are worse. He doesn't want to be inhuman. He just wants to be free. But one day, zitka takes a shot to the head and doesn't die. At first the court is delighted, they have an immortal elephant! But she only obeys Grayson and Grayson doesn't obey anyone. Dick realizes the advantage he has over them and overthrows the Court, attacking them from the inside and leading to thousands of arrests.

Robin is a hero in his own right, going on adventures and meeting the titans and making the menagerie (reformed kid talons, bat kids and birds) when he meets Bruce. They are partners. Equals.

I always thought the cave was big, but not this massive.

It's heavily implied here that a lot of Bruce's safehouses are buildings that are hooked into the cave system, allowing him to avoid traffic all together as he uses the cave to travel between Gotham locations. I doubt no one hasn't discovered a part of this cave system yet, but for it to be so well build up, I only have one question and Dick has it too:
