I think the NCR has probably expanded all the way to Portland by now. So if we ever get a Fallout game set there, there's no way they won't be there in some capacity.

It's important to note that pretty much every single settlement in California + Baja, South Oregon and Northern Nevada, down to 1 man farmsteads, are part of the NCR. It's a Nation State with fairly defined borders that have existed for over 100 years by the time of the TV show. Most people within it have been developing a national identity for over 5 generations. The NCR isn't some loose collection of settlements, it's a country. And it has local goverments, law enforcement in major cities and larger settlements, its own enconomy, and a vast network of roads with caravans, cars, as well as railways. And it's the largest military force in the wasteland, rivaled only by the Legion. Based on its population by the time of Fallout 2, it's likely approaching at least 2 million people by now.
