Also Spike likes direct violence - the chip disrupted that right where he was at and set him on a path where he had to find alternatives. The alternative he found was... to not murder humans anymore. It's the violence he likes - he's happy to fight and kill demons instead. His joy at rediscovering he can do violence is intense.
He wants the chip out, sure, and he makes a couple of efforts towards getting it out, then kinda shrugs and goes eh. In S6 when he thinks the chip has stopped working, it takes him a hot minute to psych himself up to try and kill a human. It's not easy or quick for him to adapt, but he has adapted, he has changed.
Angelus likes to stalk and terrorise. And I'm not saying he doesn't like direct violence as well, but we are literally shown and told on screen, he likes his victims' pain, he likes their suffering - he can't look away. The chip would let him continue to do a lot of what he most enjoys about hunting humans. Spike likes a fight he doesn't know he'll win, Angel does not.
As for becoming part of the Scoobies on any level? While he was ensouled, Angel made very little effort to get to know Buffy's family or friends. If he was remotely integrated into her life, he would likely have recognised that Ted was a robot, for example, or at least smelled the drugs in their bloodstream. But Angel isn't close with them, he doesn't get to know Joyce, he is fairly disdainful of Buffy's friends most of the time. He's mostly in the shadows. Insofar as he has contact, it's mostly with her parental figures, and even then he's not friends with them. The notion that Angelus would want to be close with her friends when even Angel didn't seems like a stretch.
Most of the torment Angelus likes to inflict on his victims isn't direct violence. He kills, but killing appears to be a climax to him, not the point. He likes devising clever mental tortures; chip wouldn't stop him there. He has the means to pay or threaten others to do things he can't.
Angelus also canonically on screen is devoid of humanity in a way Spike (and Dru, and the little guy with glasses whose name I've forgotten) are not. What exactly that means is up for interpretation, since Angelus clearly has emotions, even if they're not human ones), but there is canonically a humanity in Spike that does not exist in Angelus. The chip gave Spike's humanity a chance to develop; Angelus, per the canon, explicit text of the show, said out loud, right on screen, does not have that. Angelus has no interest in feeling human. Making him feel that way? Something he says is unforgivable.
The notion that Angelus and Spike would react the same ignores that they're shown to be markedly different characters with markedly different relationships to violence and to humanity. I think a chipped Angelus could be super interesting, and I think it would likely change him. I think suggesting he'd change the same way Spike did is to ignore Angelus' (and indeed Angel's) characterisation. It doesn't do justice to Spike but tbh it doesn't make sense for Angelus OR Angel either.
ETA: I forgot to say, I think it's important to note that Angel stayed with the Whirlwind for some time after he was ensouled (I want to say a couple of years but idr where I picked that up from, so maybe it was a shorter time; it was enough for them to get from Romania to China and for Darla to have suspicions that he wasn't bad enough for her anymore). Darla accuses him of 'only' killing murderers, rapists... and thieves (which, who made Angel judge jury and executioner and more pertinently since when does theft deserve the death penalty), and the line in the sand that he won't cross is killing and eating an infant.

So the notion Angelus without a soul but with a chip would become a do-gooder when ensouled Angel's "no that's too far" is murdering a baby seems, uhhhh... a stretch, tbh. Let's be real here, chipped Angelus is minorly inconvenienced. If a soul barely managed to convince him to stop murdering, you will not convince me that a chip would do more than 1) slow him down and annoy him a little and 2) encourage him to think of more cruel and creative ways of torturing humans. Like ignore Spike for a minute, stop trying to compare them, just look at Angel(us)'s canon, on screen behaviour; are you seriously trying to tell me that the same vampire who WITH A SOUL was still killing and eating humans he considered bad enough (INCLUDING THIEVES), whose schtick prior to his soul was always stalking and psychological terror before he did any physical damage, would change his entire lifestyle sans soul because of a chip that only stops him doing direct violence to humans? Please be so for real. Please.
