I'm sure hydration can be fixed by drinking blood because blood is mostly water though some blood is....a bit dirtier than the other.

But blood isn't clean enough to work as a liquid for hygiene

We do have water on some of the world's within the eye, we do also get water when we attack other worlds within the Imperium. We have also claimed some worlds within the Imperium in which we have places for drinking water and bathing.
