Caught red handed. He was trying his best to come up with an explanation that said he was doing anything but ogling her. He mentally hit a brick wall because he couldn't come up with anything. It wasn't the first time he's looked at her in a less than pure manner and it probably wouldn't be the last, but he'll try to be more careful next time.
