This is an old style of torch or lamp which was found in ancient western parts of India. These lamp or torches (called diva-dandis) were typically found in temple courtyards. Hundreds of oil lamps were lit in on the square blocks every night on these torches. Here is an example for a Temple in Wai - Near Mahableshwar, Western India.
