the reference is from the early episode, "jellyfish jam" episode of spongebob in which jellyfish dance to the same music.
Depending on how you look at it, half of 8 could be 4, 3, or 0.
1. half of the numerical quantity of 8 is 4 (8/2=4)
2. the physical number 8, cut vertically ||| in half would be the physical number 3 and its mirror image
3. the physical number eight cut in half horizontally --- resembles two zeros, one stacked on the other

According to Know Your Meme, Harambe is that gorilla that got shot at the Cincinnati Zoo last May because a child fell into his enclosure. The “dicks out” part is explained on the page as well (below).

it's the musical notes for the song "hot cross buns" which is a very easy song for beginner musicians.
for clarification on the one you posted about chungo scrungus: it looks like the OP of that was parodying anti-sj comic artists who would make comics with blank-featured characters labelled "feminist" yelling ridiculous things. people started editing them to say even more random things to make fun of anti-sj artists for making such obvious strawmen and making them as serious representations of feminists. if these jokes were mocking feminism would have been presented way differently.
