Snakes have two sets of reproductive organs! Two penises for the male, and two “hemiclitoruses” for the female (which function basically the way you think they’re just called something fancy). They only use one set at once during mating but they have two in case of odd positioning or injury to one or the other.

The answer neither! They technically do not have a penis at all, hemipenes arise from completely different embryonic cells than mammals and co do(mammals penises arise from tail tissue whereas squamates' arise from the tissue that produces limbs) hemipenes are however paired and they have two separate ones on each side of their body
