OKAY so I had to go back and rewatch Thaisha's introduction because I was unsure The first time but I'm PRETTY SURE Alogar is Thjazi's son. She said that Hal's face looks like Thjazi's, which looks like HER son's face and also THEIR daughter's face. I think Alogar was taken as a hostage-ward after Thjazi rebelled and was being raised by Thjazi and Aranessa before that

So I don't think this quote is saying that this is the first execution ever in the city of Dol-Makjar. Considering Dol-Makjar is the birthplace of the rebellion against the gods, and had a rebellion against the Sundered Houses years ago, it'd be odd if this was the first ever execution.
I think this is the first execution the Chambers of Lords-Advisory has carried out, without any other government bodies' approval. It's meant to show the growing power of the Sundered Houses in the city.

It seems like a lot of people have wildly different interpretation's to Bolaire's intro at the execution than I do. Bolaire genuinely didn't think Thjazi was going to die. He thought he was going to escape and was looking forward to watching the spectacle and seeing who it was that helped him out. He wanted to know who had the power to help Thjazi for future reference. It never occurred to him that Thjazi would actually die from this!
Then suddenly things go wrong. Surprise! Thjazi is dead. Idk maybe my brain is broken in a similar way to Taliesin's, but I also laugh at inappropriate terrible things, especially if they're a surprise. I genuinely wouldn't take that reaction as proof one way or the other as to how Bolaire felt personally about Thjazi.
Considering his attitude towards Hal and the kids, I'd be very surprised if he actively hated Thjazi. Maybe their relationship was more of a business partnership and Bolaire is closer with Hal? Or Bolaire could have liked Thjazi just fine.
