We know that Cloud can get annoyed by Sephiroth most of the time (because that man is i n t e n s e) and give him the (probably deserved) cold tratment but do you think there's a moment Sephiroth gets mad at Cloud and gives him the cold shoulder too? I don't think that's possible really, because Sephiroth must feel that he shouldn't get upset at his partner, that his self-imposed guilt over everything makes him undeserving of it. But you know, I think Cloud would feel pretty lost if that were to happen
I actually do think that Sephiroth can and does give the cold treatment to Cloud when he's unhappy. He'll give a little "hn" and then just go quiet.
The difference is more that Sephiroth is I guess I would say slightly more bothered when Cloud is doing it to him than Cloud is when Sephiroth is doing it. I say slightly because when Cloud is the one giving Sephiroth the silent treatment Sephiroth will give him space but he will only give him so much space before he's back trying to get Cloud's attention onto him. While when it's Sephiroth giving the silent treatment Cloud just leaves him until Sephiroth is going to talk to him again.
Sephiroth is an interesting character where he both expects to be able to just do what he wants and also is fully controlled by certain players within Shinra. And he's very aware that he is given the freedom to just do whatever the hell he wants most of the time only if he does fall in line in those moments that Shinra/Hojo are telling him to do something. He knows the leash only goes so far but so long as he answer to his Masters command they will otherwise leave him alone. He also is given control of the men under him in the army but obviously they have to deliver the desired results that Sephiroth doesn't dictate. Which leaves him with this very strong sense of autonomy and authority about a lot of things and then absolutely none when it comes to the really important stuff.
I mention that because he kind of brings it to his relationship with Cloud at least subconsciously. He's perfectly happy with Cloud just doing whatever he wants but, clearly, as Sephiroth is the Authority in the relationship Cloud should fall into line when Sephiroth does actually care. Except Cloud just doesn't. And Sephiroth doesn't really know how to handle that because he's obviously not using the Big Stick that hung over his head his whole life (the removal of freedoms) but he does feel like Cloud broke the rules of the unspoken contract. So if he gives Cloud the silent treatment Cloud will know of his Displeasure and Do Something in response to it (Sephiroth probably doesn't expect him to fully fall in line but probably at least negotiate a middle ground instead of just being like "no").
Which doesn't work like at all on Cloud, and therefore is the reason Cloud actually kind of rules the relationship. Sephiroth always buckles first. Because Sephiroth only actually knows how to delay (and hope the other side forgets \ whatever it is he's avoiding gets dealt with without him) not actually say no to things he doesn't want.
