Why is Snape's hair always greasy? Is that just for the sake of laughing at him? Or setting the readers up to dislike him? Or is there an actual reason??

Interestingly, he's only described as greasy in Harry's point of view/by students who don't like him. He isn't described negatively in the Spinner's End chapter.

seconded. you’d think narcissa would react to this greasiness when the chapter was told through a third person pov but she didn’t. very likely it’s just Harry and his biases.

It was one of those rare days, Lucius visited Severus in his quarters. After a short visit in his bathroom.. “ I will send you a new mirror, Sev. How can you see anything in that old one at all? It is almost blind”. Snapes mood changed quickly in to  anger. “Thanks but no” he answered. What the hell… “Why, Sev?” Snape face changed quickly to his usual cold mask. But he would not fool his old friend like that. “And?” Lucius pressed the point. Severus sighed, heavy. “I dont want to see…HIM” Lucius gave him a confused glance. “I dont want to see- Tobias. My father. In every mirror I see only him.” “But you are Severus. Not Tobias. NOT your father. I should know, Sev. Trust me”

Severus gave him a long, dark glance. “I do. But I dont trust myself”
