I suspect it’s the same reason people hate Delores Umbridge more than Voldemort - there isn’t going to be anyone turning into a dragon and trying to eat you, or taking over the world by magic. You don’t actually have to worry about that, so it’s a “fun” villain. Fictional.

But petty, malicious people in power? Manipulative parents? Those are very real. You will have to deal with those in real life. Maybe your own parents, or maybe a friend’s. Maybe it’s your petty boss, or a malicious neighbor. That real. And you have to face it again and again. For the rest of your life.

No wonder that kind of villain gets a more visceral response.

Idk why but villains with standards will always be the funniest thing to me. like you'll get someone who will take absolute pleasure in doing the most vile things but paying their minions less than minimum wage? how dare you insult their honor. there'll be a guy who just loves terrorizing people but if you say something sexist about his sidekick he'll punch you in the throat and step aside with glee to let her pummel you. villains who are like "murder is fine generally but if you're a homophobe then I'll tie you to a boulder and catapult you into the ocean". Idk there's just something innately hilarious about a villain who is very definitively bad, like extremely morally reprehensible, but like there are just certain things that even they won't stoop to, thereby implying that those who do are worse

Some things are sub-human...but what's more human than violence? Discrimination based on non-sensical bullshit doesn't appeal to what are generally intellectual villains. (i.e. Why be sexist? If the best mad scientist out there is female, who cares? And if your lackeys get benefits for doing their jobs well, they're more loyal!)

Often villains on this tier are also outcasts from society who've suffered similarly, thus the violence and murder...and the capability to be humane, in spite of being generally awful as a person.
