A few things also get so easily overlooked, honestly it's baffling.

The takedown of Chembarons and pursuit of Jinx, even with the gray, is the alternative Caitlyn went for, after FOUR terror attacks, to avoid a situation even worse than the later occupation by Noxians.
Because with Salo as a puppet Ambessa would have done the exact same thing we saw in Mel's flashback, she has been TELLING the audience how she, as a child, picked up swords from a blood-filled battleground filled with corpses. Zaun would have become a just very bloody step stone in her goal of controlling Piltover and HexTech.
But also, if one spends a braincell thinking about it...
- The factories, with enslaved children, in Zaun that produced Shimmer and ChemTech continued producing the gray constantly worsening the atmosphere in Zaun and exposed the kids to it.
- Vi grew up in the god damn Slumps, she wouldn't agree to it if it was that damaging short term or if there were better alternatives.
- Silco used the gray as a mean to coerce chembarons, Jinx used it to subdue Sevika, it was released in Pitover where we do see a child being affected, and Zaunites were probably terrorized by Silco with it too.
- Dismantling Shimmer would reduce overall gray production.
- The refugees coming to the firelights are coughing because of Chembarons in-fighting setting shit on fire, not the gray used by the team. It was NOT just flooding the streets, confirmed by writers.
- Many children like Isha only escaped slavery because of the efforts of the strike team.
- The ventilation system (still functional) would even already clear up the gray shortly after it was used on Margot's base, we are shown the immediate aftermath, and even then Heenot was still OK.
Don't even get me started on the asinine takes ignoring the dialogue

And yes, Piltover has been awful in the past hundreds of years towards Zaun, but I'm sure Jinx managed to kill about as much or more citezens than the Bridge Massacre in the end.
