This is long and detailed but I wanted to make sure my point got across.
Have you ever had an unwanted villager move into your town? Did a villager ever ruin your path/trees/flowers?
Unwanted villagers can be a pain, especially if they ruin your town’s features, but there is a way to get rid of them. I ran an experiment with six villagers, all different animals and personalities. Two I would talk to, two I would beat with a net and push around, and the other two I would ignore. After a month of this test, The villagers I ignored moved out, while the villagers I talked to and beat had stayed.
It seems that the villagers have a “needed” factor. If villagers aren’t being “used” they get cycled out.
But what about the villagers I beat? Why Didn’t they move out?
I came up with the plan that the villagers have a befriending ladder. The bottom of the ladder signifying just met and the top of the ladder being If a villager really likes you they’ll give you a picture of them. Since you’re beating the villagers, they will stay about 30% up the ladder, they won’t go up or go down. Though if you ignore villagers they will move down on the “ladder of friendship”.

There is a “saving grace” method. All you have to do is start a complete new character with a clean slate, introduce yourself, and don’t talk to that villager again. Eventually he/she will move out.
If you want a villager to move out, introduce yourself and ignore them completely.
If you already have a villager in your town that knows you and have lived there for a while, ignore them.
If you beat a villager too many times, start a new character, introduce yourself and ignore the villager completely.
Time traveling DOES work with the “ignore villager” factor. Just remember to talk to the villagers you DO want to keep.
Be patient, they will move out eventually.
