Yes, those union dockworkers knew that their dipshit president was licking trump's ass & that he was willing to help trump try to tank the economy in order to hurt Biden & Harris. But others in the union knew they could use the situation to get an overdue raise. So some of them made sure that the Democrats knew what was happening, even before the strike was called. So Biden's people were already prepared to respond. They send in Buttigieg to broker a deal, and trump's little plan is neutered within hours. Oh, and also, the dockworkers got their fucking raise.
