Long story short, this was the genesis of an outline for a fanfic I'll probably never write. Now lying in my notebook. Probably for eternity.

No Way Home took place in 2024, just as everybody is getting their MIT acceptance letters, which means it's specifically March 2024.
Peter was born on August 10th 2001, making him 17 years and 7 months old. So yes, he would have been a minor, but not by much. I'm sure the blip was a nightmare in terms of paperwork. Imagine having to annul 4.1 billion death certificates.
Billions of people are probably coming back without homes, jobs or families, so it's not going to be all that surprising if no one can find any proof of Peter's existence. And we know from the end of the movie that Peter's studying for his GED. This is almost confirmation that Peter's documents (such as his school certificates) did not survive, and he's no longer enrolled in Midtown.
And since nobody remembers him, no social worker is going to think to sort May Parker's nephew into a home. Because they don't know she had one. I don't think he'd really have to hide from social workers. He could just say he's already 18, and really, nobody can prove he's lying. New York has weird emancipation laws, but the basics are that, to be emancipated, the child must live on their own and be financially independent. If Peter can provide for himself, I think most people would be able to see how it'd be simpler for him to keep doing that, rather than throw him in a foster home for five months until he's 18.
As for money, Peter's studying for his GED. He's socialable, white, young, strong and able-bodied. I don't think it'd be that hard for him to get any sort of trade job. Employers are probably used to hiring undocumented randos by now. Maybe he's going to start selling his photos to Jameson? May might have had life insurance or could have left him something, though I don't know if he'd be able to access it without proof of kinship. Maybe he could show them a photo of him and May together or something? Because, yes, there is proof that physical pictures of Peter survived.
Now I'm looking at apartment prices in NYC, and they vary. I'd assume Peter would want to live somewhere in Queens (cheaper) or Manhattan (more expensive) for convenience. According to Google, rent for a studio apartment could set him back anything from $2964 to $5324 a month.
I think it's fun to imagine how he'd make that. I've already mentioned the photos. Peter could also become a wrestler, he could tutor kids, maybe he could find a way to patent his web fluid and earn royalties from that. Daredevils in BND, maybe Peter's been interning for him. I could also see him somehow weaseling his way into NYU, even if he couldn't attend as a student. He could fetch coffee from Bruce Banner or something.
