It's my first time trying to convert a large dress like this, so this was very difficult- probably, I should have worked my way up to such a thing, though initially, I thought 'ah, this should be straightforward' (reader, it was not).
This conversion is not perfect by any means (please read whole post) is a bit shit! but it has got to the stage where I feel only despair working on it, but even more despair not to 'finish' the project so I hand it over to you all until my skill increases to the extent that I can give you a better version of it ^-^ ! I'll work hard to try bring more conversions for you to enjoy :,<.

Issue 1 : TS4 is not made for such large and voluminous dresses. Naturally, sometimes the dress will look awkward. There are positives and negatives to each approach of weighting large skirts. My approach means when a sim kneels or sits on low seats, the skirt shall clip with itself, but movement in general will be smoother.

On the other hand, high seats should be okayish. Still couldn't get it entirely correct, but it's a big improvement from the original slotrays I ended up with.

I am very sorry, I want my cc to be accessible to as many sims as possible, but my skill is not quite able to do morphs such well as I would wish.

Morphs and how awkward they are :
May find gap in skirt in extreme position of the male waist.
Sims with extreme position of breast upwards will see clipping.
Various clipping with shoulder and arm flesh in different poses. Very sorry, I tried my best, but this was likely a project above my skill level.

For creators/anyone who might edit (please for the love of god help me I pass this monstrosity to you!!!) :
Slot-rays were assigned from default (the original slot-rays from weights were fcked up) then set 2 from body and 0.15 forward and up. (please note you will have to do the slot-rays again whenever you re-import the meshes into the package, so any edits you make of this cc, this must be re-inputed)

Changes from original SN mesh : Tassels were removed, lace portions were remade entirely and placed under the sleeves rather than over, generally edited and proportioned to resemble mid-19th century dresses. A ton of recolours made. Decals and other details weren't converted, it's just a 'plain' version of the dress.

Fem frame. Not frame restricted, but if you use on masc sims, there will be some clipping with the masc back, especially if the sim is muscular/fat. Compatible with fat sims on the fem frame. Braid will clip with bulky clothing.

Motion Previews :
Even though I tried my best, there still might be awkward movement of the hair in certain circumstances, please review the provided .gifs to get an idea of what the weights look like!
The hair also moves with the brows, so be aware that if your sim makes exaggerated expressions outside of what EA animations typically have, the hair can 'crunch' in an unpleasant manner!

Hat Chops Preview
Functional hat chops. (as pictured). They clip with most hats, but the hair at least will not disappear or change drastically when hats are applied.
Due to odd shape of mesh, hat-chops are not particularly pleasant, however, they are functional- when your sim wears a hat with a cut in it the hair will react accordingly.
The cut is pretty neat other than the braids, but I understand if this is a deal-breaker for you :<!
