Matt reveals his identity to protect his loved ones, Foggy and Kirsten. But he doesn't just up and do it. He talks to them first. Why? Because this will majorly affect their lives too! Matt gives both of them veto power. And even he's not sure about it being the right idea. Because it's crazy. Foggy will get disbarred just as fast as Matt will and lose his healthcare in the middle of chemo. Kirsten has to help Matt pull this off by calling him to testify. It's not a spur of the moment decision.
He does it after an entire run of denying he's Daredevil. This moment is Issue #1:

So it loses ALL of the impact to have Matt just up and announce it mid-trial, not sworn in on the stand, to the shock of Kirsten AND Karen, after literally nobody even suspected him of being Daredevil.
