The National Framework of Qualifications
We thought we would take a quick look at the The National Framework of Qualifications (NFQ). Why? Its a really useful framework that is used to classify all kinds of learning in Ireland. The Qualifications Authority, the body responsible for creating and maintaining the framework, describe it as "The NFQ is a system of ten levels, based on standards of knowledge, skill and competence and incorporates awards made for all kinds of learning, wherever it is gained".
The big advantage of having the NFQ, is that it is now possible to compare and contrast the level and standard of different qualifications. This is important for all kinds of reasons - it helps candidates to choose between courses, employers to assess skills, etc.
The Qualifications Authority has produced a fan diagram which covers the 10 levels in the framework. It looks as follows:
The 10 Level National Framework of Qualifications Explained
Level 1 Certificate - think basic literacy and numeracy. Awards at this level are provided by FETAC (Further Education and Training Awards Council).
Level 2 Certificate - above level 1 but still at a basic level.
Level 3 Certificate - this level enables the students to gain certification for specific personal skills, practical skills and knowledge. Think computer skills. FETAC is the awarding body.
Level 4 Certificate - vocational and personal skills. Level 4 may lead to the attainment of a Level 5 certificate. Think Sales Certificate Courses
Level 5 Certificate - demonstrates a broad knowledge base. Programmes are vocational in focus and must equip candidates with a general understanding of the subject matter. Ex. Practical Home Care Skills
Level 6 Certificate (Advanced Certificate / Higher Certificate) - again, vocational focus but tend to be supervisory in nature. Think "Advanced Certificates". FETAC, HETAC (Higher Education and Training Awards Council) and the Institutes of Technology are the awarding bodies. Ex. FETAC Level 6 Childcare Management
Level 7 Certificate (Ordinary Bachelors Degree) - awarded by the Institutes of Technology and the Universities. Programmes must be 3 years in duration. Think third level degree (undergraduate degree programmes). Ex. BSc in Food and Health Science
Level 8 Certificate (Honours Bachelors Degree / Level 8 Higher Diploma) - think courses 1 level above standard degree courses. Awarded by the Institutes of Technology and the Universities. Ex. BA (Hons) in Journalism (Level 8)
Level 9 Certificate (Masters Degree / Level 9 Postgraduate Diploma) - entry is restricted to honours degree holders. Programmes are usually 1-2 years in duration and maybe be taught or research based. Awarded by the Institutes of Technology and the Universities. Ex. Post Graduate Diploma in International Law
Level 10 Certificate (Doctoral Degree / Level 10 Higher Doctoral Degree) - Level 10 is reserved for career progression to advanced levels of academia and research. Assessment is by the awarding body for each individual learner. Awarded by the Institutes of Technology and the Universities. Ex. Doctorate in Psychotherapy
The Awarding Bodies in the NFQ
FETAC - The Further Education & Training Awards Council is the awarding body for training and education in Ireland. FETAC covers awards levels 1-6 in the NFQ.
SEC - The State Examinations Commission. Awards for schools (ex. Junior and Leaving Certificates). Its awards are included in level 3 - 5 inclusive.
HETAC - The Higher Education and Training Awards Council is the national awarding body for training and education. It covers levels 6 - 10 in the NFQ.
Institutes of Technology - there are 14 Institutes of Technology in Ireland: Athlone Institute of Technology, Dublin Institute of Technology , Institute of Technology Carlow, Waterford Institute of Technology, Cork Institute of Technology, Dundalk Institute of Technology , Dun Laoghaire Institute of Art, Design & Technology, Institute of Technology Tralee, Limerick Institute of Technology, Institute of Technology Tallaght, Galway Mayo Institute of Technology, Institute of Technology Blanchardstown, Institute of Technology Sligo, Letterkenny Institute of Technology. The IT's award at levels 6 - 10 in the NFQ.
Universities - there are 7 Universities in Ireland: Trinity College Dublin, University College Dublin, University College Cork, NUI Galway, University of Limerick, National University of Ireland Maynooth, Dublin City University. The Universities award at levels 7-10.

EU fund for construction workers
Wednesday, 5th of October saw the announcement by European Commission that €35.7 million from the European Globalisation adjustment Fund (EGF) is to be made available to help approximately 6000 Irish construction workers that lost their jobs in the last 2 years.
In total around €55 million in combined EU and exchequer funding, is now likely to be provided to fund the retraining and upskilling of unemployed contraction workers in Ireland. The funding, which is dependent on the approval of the European Parliament, can be drawn down to assist with education and retraining.

Top Irish Universities on the Times List
Today saw the publication of The Times World University Rankings 2011-12 which saw the rankings drop for all the major Irish Universities except for NUI, Maynooth.
For the first time, Trinity and UCD have fallen out of the top 100 World Universities. The rankings for the top five Irish universities are as follows:
1 - (117) Trinity College Dublin
2 - (159) University College Dublin
3 - (301-350) University College Cork
4 - (351-400) National University of Ireland, Galway
5 - (351-400) National University of Ireland, Maynooth
While it is difficult to know how much weight international students put on the Times University rankings, this however, is not good news for the Irish university sector. Foreign students who choose to study in Ireland represent an extremely lucrative market for the main universities. With the sharp cuts in exchequer finance for all third level institutions, its a revenue opportunity that the universities in Ireland can ill afford to see decreasing.
The Start of Something Special !
Friday evening, 30th September 2011 – I am waiting in my girlfriends Mums house in Rathgar and I get the message “We won” via text at about 10.35 pm. In the middle of the conversation we were having, I stood up and let out a big “YEEESSSSSS” and punched the air in delight. Everyone turns around at me with that look on their faces wondering “Is that fella alright?” !!.....Was I alright?, hell yea, I was more than alright.
My girlfriend Melanie looks at me and asks …”What happened? You’ve won ?” …. “Yes we have baby, yes we have !!” I replied….Right, time to get my skates on and get myself down to Café en Seine to meet up with the boys for a few well deserved drinks to celebrate.
While in the house, I decided to called John and Shane to see what was happening. It turns out I had called Shane’s phone right in the middle of Jerry Kennelly’s speech – that’s right, when it’s all very quiet and you’re supposed to have your phone turned off (or at least on silent – note to Shanie!!!)
Needless to say, a great night was had by all. We have worked hard over the last year at learnpipe to ensure this business has ever chance of success. Our vision for where learnpipe will end up is big, it has been since day one. The service we deliver to our clients is second to none and we are extremely delighted that this hard work and service has been recognised. A massive thank you has to go out to the people who voted for us to win and also to congratulate the other business who got shortlisted for the award.

This year's Netvisionary awards were held in the National Gallery of Ireland, which was a stunning setting for this, the flagship event, for the Irish Internet Association. There were 14 categories in all. You can get a list of all the category winners on the IIA's site.
We had a thoroughly enjoyable evening at the main event and the after-party at Cafe en Seine on Dawson Street.
We are delighted to have won this award. 2011 has been a fantastic year for learnpipe. We are still in the midst of some major changes to how the site works.
