I don't think wk would be bald during the journey but his hair was matted as FUCK. It was burnt, dirty, and stuck together, so he had no choice but to actually cut most of it off (like a buzzcut) so it would regrow properly.

It took a while and probably only started healing post-journey since uh, samadhi fire burnt his hair a second time and he had to cut some off (again).

Post journey and retirement later, his hair grew back to it's previous length prior to meeting fire.
