It’s mostly fanon due to her being the only developed relationship Bi-Han has had in the series aside from his brother and the guy he killed before he turned into Noob Saibot. The fact that Sub-Zero uncharacteristically spared her life when he killed the other two demons was certainly suggestive, and obviously she rebelled against Quan Chi in response. Bi-Han was pretty pissed when he though she’d been killed, too.
I’d say that the intention is pretty clearly that she’s meant to be a love interest that in the end got sacrificed to further Bi-Han’s character progression (and thankfully retconned to be slightly more complex later), but it can certainly be interpreted as Bi-Han having a moment of compassion for her and her feeling indebted to him as the one to turn her away from the darkness (then ironically seeing him be corrupted to the forces of darkness, himself, and feeling responsible). The potential romantic angle is, of course, pretty enticing.
In terms of the New Era, there’s nothing per se pushing them into the same circumstance, but these also aren’t real events—they’re a narrative. It makes sense to echo the relationships of the other stories to tell this new story, and it would be a pretty good idea to have some kind of catharsis with this set of the characters, narratively-speaking, and not too difficult to set something up. But, yeah, doesn’t have to happen by way of romance.
