How far in the game do you have to get to meet the minotaur?

Pretty far, although if you start at the Outpost (requires two bonus points when you start your file) you’ll be right next to her. Bonus points are unlocked by getting achievements.

I can’t seem to get the camp interaction with the three party members any hints?

If you mean with all of the companions, that’s not a camp interaction - it’s from staying at the inn. If you mean with just Trudy and Kylira, you need to visit Trudy and then invite Kylira. :D
