wacom one and photoshop

I am looking to purchase a wacom one pen display tablet and wanted to know what yall think.

I have a lenovo yoga 720 on its last legs. I see you have to connect the wacom to the computer. I’m wondering if photoshop has to be able to run on your computer to run on the wacom? 

Do you download afteraffects/creative suite to the computer and it transfers to the wacom? 

Is connecting to the laptop simply for charge?

If my laptop has its bad days, is that a sign to NOT get the wacom one as it depends on the laptop? 

I’d appreciate basically any thoughts on the wacom one and photoshop. And the lenovo yoga 720 as a laptop for this combo
