BEAUTIFUL
Chapter 95 Symbolism
In this panel Eoleo surrounded by some type of flower, most likely foxglove, goat horns, and a black horse.
I originally thought that those items all represented something related to Eoleo however after a closer look I think those items represent each of the things he talks about. On top of that, I think they represent how he views each of the things he talks about.
The horns that I originally thought were goat horns are likely ram horns. While not as clear after that, I think the black horse represents the dragons because the common meaning of foxgloves is deceit and that represents witches best. While we don't know enough about the Ruler of the Sea to say what foxgloves could mean for his people, my first impression of them is that they are not a people who hide away or deceive others.
The crests can be used to further determine which item belongs to which ruler since of the Ruler of the Flock's crest appears to be a ram, unfortunately the ruler of the sea's crest is hidden, but because of the four legs, scales, and long tail it is most likely a dragon but it could be something else.
I found a few things that ram horns could represent. The main things said about their symbolism was, "physical strength and bravery", "fertility, power and masculinity", and "the power of assertion." The most common trait across all these is power. Now, why would the Ruler of the Flocks represent power? Well, for one, he has constantly been shown to be someone the other rulers get behind and follow as well as being someone who is always subtle and clever with his words to get ahead. Seeing how much Dean and Eoleo use words as weapons, I wouldn't be surprised if he associated the ruler of the flocks with power.
(context for the image: that is Lagrah speaking about the rulers who are observing how powerful witches really are, chapter 65)
Funny how the ruler of the flocks has the "flock" of rulers agreeing with his every word.
As for the black horse, to be honest, I am not quite sure. Everywhere I looked a different culture gave it a different meaning. Sometimes they represented guidance, sometimes death, war, other times courage and victory, journey to unfamiliar places, and rebirth. I decided to look for what a black horse could mean specifically in Japanese culture but at most all I could get is that they were used in rituals to call for rain. Hopefully in future chapters we will get more context and learn more about the ruler of the sea and then maybe some light will be shown upon the symbolism.
If those flowers are foxgloves... I have found a few interesting things on them. They seem to represent deceit and trickery, fitting for the witches who constantly hide, keep secrets and lie. From Eoleo's perspective the witches constantly lie. Tetia said they were friends then acted scared of him and avoided him whenever she could. And seeing how his father thinks poorly of witches, I wouldn't be surprised if he has told Eoleo that witches can't be trusted.
Oh, and for further proof that the flowers represent witches and deceit, here is a panel where Dean is accusing Beldaruit and witches for disguising their control as help, and, lo and behold, the same flower is hanging around them. Even if I am wrong about the type of flower, what it means is clear. If these flowers appear, deceit in reference to witches is not far behind.
Now with all this in mind, I want to consider the last panel. This one is devoid of imagery and talking about non-witches. Those unable to use magic. I wonder if that is how Eoleo views not being able to use magic, completely dark. Especially with how often magic is referred to as lighting up the dark in WHA I could see it being that is how Eoleo sees a life without magic. He loves magic and desperately wants to use it so life without it is,
Cold.
