& here Mikoto was, believing that she had raised a well-adjusted son who should have known better than to listen to his cousins. Disciplinary was never part of her parental guidance, but in this case, it was necessary as she reached forward to pop Sasuke on the mouth with a flick. It wouldn't hurt - but definitely get the lesson a crossed.

The Uchiha clan was underprivileged

underprivileged:

- having fewer advantages, privileges and opportunities than most people

- deprived through social or economic condition of some of the fundamental rights of all members of a civilized society

No privilege

The Uchiha Police Force didn’t have any special rights or immunity. They had no real authority. What kind of position does the police have in a ninja society? It had no value at all, let alone high value. There was no new police force created after the massacre of the Uchiha. Why? Because they had no use for one. The Anbu Black Ops were enough. Tobirama created the Uchiha Police Force as a ruse in order to keep the Uchiha from positions in the governing body of the village while also placing the entire clan under close scrutiny.

Being underprivileged

No other clan was being surveilled. You can say that it was for an understandable reason, but it doesn’t change that their right of privacy was being infringed upon and it was based on discrimination. And even though the Sharingan was used to control the nine-tailed fox, not one of the Uchiha in Konoha were involved.

Privacy is a fundamental human right acccording to Article 12 of the Universal Declaration of Human Rights proclaimed by the United Nations General Assembly in Paris on 10 December 1948 (General Assembly resolution 217 A [pdf]) as a common standard of achievements for all peoples and all nations.

The International Conference of Data Protection and Privacy Commissioners also proclaimed an international resolution on privacy as a fundamental human right and precondition for exercising other fundamental rights [pdf] when they had their 41st International Conference of Data Protection and Privacy Commissioners (21-24 October 2019). This clearly shows that the Uchiha’s were deprived of a fundamental human right, which means that they were underprivileged.

The sacred bond between a mother & her child; unbroken & unchallenged. Mikoto hadn't heard the creaks of the floorboards when weight pressed upon them when someone was near, having lost herself in the reading she had been currently occupied with. The sudden pressure in her lap, however caught her attention but rather seemed unbothered; a smile slow to pull at her lips as her free arm instinctively wrapped around her youngest.

Setting the book aside to be picked up for a different time, Mikoto's full attention being brought to Sasuke. Fingers carefully raked in strands of ebony, an attempt to soothe whatever had been on the child's mind; her chin resting upon the crown of his head as she held him close.

A low hum in her throat; soft & comforting. Whatever it was that was bothering Sasuke didn't matter now, of course she'll remember to ask about it a different time, but for now all she wanted was this moment to last for as long as he would allow.

Given the fact that Mikoto was 35 when she passed & Itachi was 13, it's likely she was pregnant & gave birth at the age of 22. She has no regrets regarding marrying young & having a family, she adores her sons dearly & wants to see them succeed.
