Given that the author says “Roger was not much darker”,  I tend to believe Roger was a simply tanned Caucasian English boy.

That wasn’t today’s America, folks, that was the 40’s England.  Even if there were immigrants, I doubt Golding wouldn’t have mentioned if one of the boys was of another nationality.
