A henchman is effectively the lowest caste in the system. And the thing is that in the series finale we see that in the past a henchman was a respected position, you were your villains closest companion.

It's worth noting that a lot of henchmen are also shown as impoverished and relatively quite young: 24 joined because he lost his job and didn't wanna join the army. 21 was kidnapped by them at 15, like neither truly chose to be there.

Even in a seemingly good situation like The Monarch and 21 he's still not fully treated like an equal, like in that dynamic he's kinda put in a child role more than anything. Like 21 is in no way an equal.
