OP, I feel so ignorant right now because I never even noticed that the device on his arm really does look like a skull - never mind the spider part, that went right over my head, too. Thank you so much for pointing that out!
Additionally, all of your observations are - by far - the most logical explanations I have heard so far. I have heard others hypothesize that the device and glove could hint at Knives having given Legato Vash’s arm (but it always confused me how that should have even worked out? Because afaik Vash’s arm got sucked into his gate, never to be seen again), but you are so right, I think all the GHG members we have seen so far had lost technology (or Tesla’s eye in the case of Elendira.)
One thing that surprised me when I rewatched Stampede was that Legato's powers seem to be very different from his Trimax counterpart's - to me at least. So while I think it would super cool if there were indeed threads in his spider-looking device, I am not sure Stampede Legato needs any threads for his powers to work. I may be misremembering Trimax, but I think his powers were limited to controlling bodies via thread, right?
It looks to me like Legato's powers are telekinetic in Stampede, since they are not limited to manipulating human bodies. We also see him twist and break a part of the sand steamer - which is probably made of steel, so it might still be similar to his Trimax powers, I guess? But I am pretty sure the ground in the EOM facility was made of stone because of the way it looked when Legato broke it, so I am not sure why he should be able to make stone levitate. He also explicitly pointed out that his powers are not based on sending impulses to Wolfwood's body in EP6 which is how his Trimax powers would have worked if I understood that correctly.
I really cannot wait to see season 2 - hopefully - expand on this. While I think that you are 100% correct and Knives gave Legato lost technology, a part of me still hopes that his powers always were a part of him, and that he had them even before meeting Knives - but that the glove maybe helps him control his powers better and/or amplifies them.
It was something I found incredibly intriguing about their first meeting in Trimax; the fact that Legato could stop Knives from killing him but would have allowed him to do it anyways.
