I could write them to operate as 1-man force multipliers, where dropping more than a few into a fight is a waste of resources because it's just supposed to be one to a handful ripping up the enemy and decreasing morale

Plus having a whole army of them would be expensive, on top of forcing other sides to designate a lot of energy to adjust to making your force multiplier just slightly stronger than a normal army.
