meet Varuna. dad was a fishman (betta fish flavour), mom was human. they just recently came into possession of a very interesting devil fruit that should make their upstart tattoo business much more viable.

they're a civilian--but they have their fingers in a lot of pies, so to speak. they're only twenty, but surprisingly well-connected, and they've met a lot of people in their short span of time.
