In canon here is how they meet (read more because this got long)
Before Petra headed out to follow Bad Hair Day to their next show, Val was showing her around Trollstopia (since Poppy kinda crashed their hangout originally, Val was able to convince her to back off for a bit after the concert). They bumped into Laguna and Petra gave her her number.
Laguna very flatly was like "Thank you" and then walked away. Petra just shrugged off the seemingly rejection and went back to hanging out with Val.
Laguna went to Synth and was like "A Rock Troll has given me her number. In my understanding, Techno Trolls do that when they wish to ask out the other on a date" and Synth was hyping her up.
She called Petra the next day and said "Hello, this is Laguna. I have called to arrange a date."
Petra's surprised but agrees to pick Laguna up. She asks Val to show her the BEST place in Rock Hollow for a date and Petra takes Laguna out on a Rock date.
Laguna is literally writing down how the date is going the whole time. "Subject has initiate light conversation about my hobbies."
Petra's pretty good natured about it and is just like "Alright I guess that's your hobby, huh?"
Laguna confides that she doesn't really know anything about dating because no one's ever asked her on a date, so this is valuable information on Rock Troll courtship. Petra says something like "That's hard to believe, you're very pretty."
Laguna loses all composure. Face flushes and she drops her pencil. Synth has called her pretty before, but there was an understanding it was completely platonic. She's never been called pretty by someone who might have romantic interest in her.
Petra realizes the power she now wields.
The date goes alright, considering that it's in a Rock diner and someone gets thrown onto their table, knocking their food into the floor. Petra tells Laguna she can pick the date next.
Laguna agonizes over what to do for a date, and Synth's advice of "just be yourself" is not helpful. Her interests are not conducive to a nice date. She eventually settles on taking Laguna to a rave, and she spends the entire date analyzing how Petra reacts to Techno culture.
Petra thinks she's a cute little nerd, so she keeps asking Laguna out. Laguna still treats it as a science experiment, so at one point Petra asks if Laguna enjoys the dates. Laguna says she enjoys them a lot, she always has fun with Petra, and Petra gives her valuable data.
Petra asks if Laguna is actually interested in her, or if she's more interested in her from a science perspective. Laguna gets confused and is like "Are we not dating? Of course I have an interest in you. I would be studying what a Troll who had been "let down easy" would act like if not.
Petra gets that this is just how Laguna interacts with people and how she communicates, and Laguna realizes she needs to communicate her interest to Petra a bit better.
Side note that I think Synth would talk to Petra and explain that Laguna sharing her research with you is how Laguna bonds with people, so being included in it is a serious deal and means she's close to you.

Laguna makes Petra a kandi bracelet. A cuff is traditional but Laguna absolutely SUCKS at making Kandi, so it's just a singlet and she didn't even tie it right so it comes loose and the beads go everywhere and Petra spends like 10 minutes hunting through the grass for them to fix it
Petra offered Laguna her coat one time when it was chilly and Laguna immediately wrote down (and said aloud) "Subject has initiated the cliche practice of giving me her coat". Petra was like "Dang you could've just said you didn't want it." and Laguna said "Of course I want it, this is a very important relationship practice."
Sometimes it seems like Laguna isn't really paying attention to Petra but she absolutely is. She remembers everything Petra says AND wrote it down.
Laguna tried to learn how to write poetry for Petra and it went terribly. She rhymed cool with cool and pretty with pretty. Petra thought it was cute of her to try.
Laguna's mom is really overbearing and was very excited Laguna got a girlfriend and is constantly asking when they're getting married and she keeps telling Petra to call her "Mom".
Petra's dad calls Laguna "that little weirdo" but in an affectionate tone of voice. Like "Petra, when are you bringing over that little weirdo again? I want to show her my new motocritter"
Petra's dad absolutely loves Laguna
Laguna shows Petra her pet. It's a rock.
Petra has a pet rock she got in school, so she arranges "play dates"
Laguna's very serious about her pet rock
Laguna doesn't really have a strong desire to get married, except for research purposes. She could not care less about what bouquet she has or what the colors are or what dress she wears. Petra's not really big on marriage either. She's not opposed to it but she also does not care about the cake or the table settings.
If they get married for research purposes, Petra asks Laguna if she has any friends who like weddings and Laguna without hesitation is like "Synth".
Synth plans the entire wedding. He picks the dress for Laguna, he picks the cake, the flowers, the music, the venue. He tries to make sure it's a wedding Laguna will love but he is a little bit just picking stereotypical Techno fairytale wedding things.
When it's Laguna's turn to read her vows, she gives a small speech trying her best to articulate her feelings and how much she cares about petra but she's not very good at it so it sums up to "I love you a lot"
Laguna's mom talks about how great the wedding was, mainly because synth planned it and he picked all the best things in terms of "every moms dream for what a wedding will be"
At one point before the wedding, Laguna's mom asks about grandkids and Laguna reminds her she has no interest in kids. Laguna's mom tries to get Petra to back her up and convince Laguna but Petra's like "Great, I don't want an ankle biter either"
Laguna's younger brother was intent on hating Petra until she pulled up to their house with a moto critter and then he decided she was the coolest girlfriend his sister could have ever.
