The answer of the run of the mill necromancer would be "yes" and include several unsatisfying and unsavory practices that leave a living subject more harmed than before.
The answer of a necromancer worth their salt would be that rotten meat has decomposed in a way that cannot be reversed. Rot can be slowed to a crawl. Completely stopped even if you know the right methods. But never be undone.
What can be done is various froms of... quasi living prosthetics. Or more ethical - prosthetics made from the subjects own body materials. It crosses heavily into various other schools of magic. And it takes quite the toll on the body. But it allows for quite some feats a more traditional prosthetic would not have.
And it doesn't cause anyone to give up limb and life for your new hand. Which is a concern for quite a few people. Though these usually don't ask necromamcers for help.

Based on what information I have of this particular fictional reality, however… might I humbly suggest the idea of swapping our elemental abilities? Vanus is quite fond of — and quite adept at — the use of lightning, with the strong personality to match. I, meanwhile, have always been highly skilled in Restoration. And this “blood bending” I have seen sounds ever so fascinating…

In all honesty, I had the same thought when choosing their...your! Elements. Vanus would be fit for lightning bending, and blood bending is indeed your cup of tea. Plus, the whole affinity with the moon that water bending is bound to have... it fits very very well.
I think in the end I decided to go for a more symbolic approach to the elements. "Fire is the element of power. The people of the fire nation have desire and will, and the energy and drive to achieve what they want." "Water is the element of change. The people of the water tribe are capable of adapting to many things. They have a deep sense of community and love that holds them together through anything". And quite frankly, I also wanted to keep the original color schemes for the characters to be immediately recognizable.
