To be clear: Peggy never told Steve that she wanted him to get over her.
In their scene together in CATWS, she tells him: âI have lived a life. My only regret is that you didnât get to live yours.â
Note the use of the past tense. Peggyâs regret is that Steve didnât get to live the life he would have had if he hadnât been frozen. A life that would have included Peggy (even if you donât believe theyâd have stayed hot for each other, they likely would have been in each otherâs lives in some form).
Sheâs not chastising him for not moving on. Sheâs expressing regret over what heâs lostâas well as what sheâs lost.
Because she grieved him for years. She blamed herself for his death, probably for a very long time.
In Agent Carter, when she tells Jarvis, âI get people killed,â sheâs not only talking about Colleen. She keeps the sample of his blood hidden away because she âwanted a second chance at keeping him safe.â (Note the phrasing: she wanted a second chance.)
In the Smithsonian film interview, she still gets choked up talking about him, despite the fact that itâs been almost a decade and sheâs married to someone else.
Steve responds by telling her that he feels lost, unfulfilled: by the modern world, by the work heâs doing. He tells her that knowing she founded SHIELD is a good part of what keeps him there, despite his uncertainty.
And then she says, âThe world has changed and none of us can go back. All we can do is our best, and sometimes the best that we can do is to start over.â
On the surface of it, sheâs talking about Steve, and his continuing to work with SHIELD even though his heart isnât entirely in it.
But itâs clear, through her use of the word âwe,â that sheâs still talking about both of them: about the lives they could have had, separately and together, if he hadnât been lostâand the sad truth that, regardless of how they feel, thereâs no possible way for them to have a do-over. All they can do is start from where they are now, and move forward.
Itâs a profoundly sad and yet very Peggy thing for her to say: sheâs basically telling him that they both need to keep a stiff upper lip. And, very possibly, sheâs also trying to soften the impact of whatâs coming for him.
Because Peggy knows what itâs like to lose the great love of your life. And Steve is about to find out.
