third scourge redesign, never happy with my designs for this man ToT

had an epiphany the other day about drawing him with a vibrant lineart over an almost pitch black base and went for it! finally envisioned my brightly accented scourge properly... will definitely use more in the future! also went for sharper features to make him even more villainous
