some countries, like the superpowers, have paid to have their hands painted to

1. cover the blood, obviously

2. resemble their hands when they were "spotless" (no crimes, no atrocities committed; basically only found in brand new countries).

and the price of getting painted costs about the amount of their military budget bc I said so

just remembered the gloves part

so BASICALLY since some countries can't afford the painting procedure (to be specific, it costs about their average military budget since they were created. if the country doesn't reach that average for a certain number of years, then they are deemed "not able to afford painting") they wear gloves instead, covering it up with a "it looks cool" kinda response
