Hereās one possible phantom-based interpretation of the Waite deck cards, done by the lovely @emptymanuscript, who actually understands the meaning of tarot cards much better than I do. Posting here in case it gives anyone inspiration.

Wheel of Fortune ā The Phantom rolls a handle geared to a great wheel. At the top of the wheel sits one of the opera managers, gleefully reading his paper, unaware that the wheel is going to tip him over, the other manager hangs on for dear life, already tipped over, Christine in her chorus girl outfit clings to the side headed up.

Death ā The Masque of the Red Death costume, there is no one in it to support it, the opera house managers kneel before it, the broken chandelier lies at the masqueās feet.
Temperance ā A mature Raul and the Phantom share a toast at the bar, cementing their bet, Raulās cup is empty.
The Devil ā The Phantom, his mask removed, overwhelms the center, crouched like a demon, beneath him, merely human, are Christine and Raul, both āleashedā by nooses in the Phantomās hands, the lassos are so loose that Christine and Raul could escape if they only thought to take the rope off.
