This muse is the only muse where I get to be like "Hey you wanna hear about the million ways you can die?!" And not seem weird.
Since this is my researcher boy, I can post stuff like this...
On why the early gens didn't have their next stage evolutions until later gens. The answer is simple: quality of life.
Environment is quite important when it comes to the evolution of most animals, it shapes and changes them to fit the area. Kanto, back then, was still being held back in terms of technology and in the quality of life for everyone involved. Many are still living in old homes with little modern amenities. The most entertaining thing kids could do was to play outside and catch bugs in their nets. That what could be considered modern entertainment was actually illegal pachinko places where adults gambled away their monk and went into debt.
A war happened recently and the landscape was still trying to heal, the people and Pokemon were trying to recover from a time where things were much, much worse. Of course Pokemon were not reaching a new stage, of course they were having low birth rates in tandem with the populace at the time.
Fast forward to gen four, where previously Pokemon that had no second stage have them. The region reflected the times. There was better Medicare. Schools where people could just walk in and take classes. There was modernization. There was a system here that allowed people and Pokemon to flourish. Was it perfect? No, but time and environment had improved things.
At any rate it boils down to what I said before: quality of life determines Pokemon evolutions.
Murderdex #0173 - Cleffa
There was an event known as the Great Cleffa War in Johto, circa 1100.
Several farmers had to take up arms against the menace that were the invading force of strange, star-like beings that came down from Mt Moon. It was during a lunar eclipse when the sudden onslaught of Cleffa came on from the mountainside. There was roughly a group of twenty altogether that besieged the farmlands at the base.
The locals did not win.
The village closest to the descent of these creatures was completely abandoned after their initial drafted force was wiped out. The victims were subject to a variety of deaths ranging from being crushed by rocks that fell from nowhere, water streams strong enough to peel skin or even forcibly turning a person inside out.
After three days of this, the farmers surrendered the land immediately around the base of Mt Moon. The victors were declared to be the Cleffa.
He's half Kalosian. Which explains a lot.

As a real life fun fact, compared to what we see in media, Interpol isn't some secret agent all powerful agency. It's actually a network created for the exchange of information concerning crimes that cross international borders, mostly. They're there for just telling each other 'hey my country's most prominent terrorist has entered your country and if you catch him I have info, but also find and also tell me if he enters your country's.
If you're in forensics it's easy to make friends with Desmond. He's not a maniac, but if you're able to understand the nuances involved in the work, he will be marginally kinder to you.
He will still possess that caustic tongue of his, though. And you will not escape his nickname for you. Nobody is exempt from that.

When you deal with the likes of Klavier Gavin, Franziska von Karma, the Paynes in general, and every other freaking melodramatic prosecutor, of course your expression is going to be constantly :/

Today I had to recheck if the emus won the Emu War for a Murderdex entry. Such is my life right now.
"Welcome to the morgue...are you here to identify or to pick up?" Brusque and to the point as usual. There were a lot of 'customers' today, so Desmond had his hands a little full keeping everything working smoothly. There was a lot of people coming and going lately.

It was perfectly perplexing for the coroner to see the other agent looking so.....anxious? Scared? Freaked out? Not that any of it was his business, but it made for dealing with people harder. Nervous people did illogical things, even if it was detrimental to their own safety and health.
Desmond sighed.
"Oi...Angel, what demon's got you possessed today?'

What he means, is that he expects his research to take priority over everything else going on today. His disdain for Interpol is no secret, nor is his capability for causing trouble, and the path of least resistance -- at least as far as this particular circumstance is concerned -- is to simply give him what he wants before he decides to switch tactics and take it.
...Or so Zenigata must have made clear, or else there'd be no way he'd have been allowed down here. Good ol' Pops. Unfortunately, what may not have been accurately relayed is Lupin's insatiable urge to play coy and make every conversation far harder than it ever needs to be.

"Yes, I am a coroner," Desmond echoed. "That means I deal with the dead. And unless I am mistaken you are quite alive."
This kind of person was the worst kind he hated to deal with -- Zenigata owed the agent a lot for strong arming him into agreeing with this. While the coroner was all right with giving information as needed about his special interests, but when things got to the more finer details on cases...
"I am not a mind reader."
A frown marred the man's face and he shook his head.
".....Subject A....died through immolation. Subject B....death by explosion....Subject C...died when crushed...tell me...do you know what these three victims had in common?" It was a random tangent, but might have to do with the information Lupin wanted. You can learn a lot through the deaths of others; the most extreme version of learning the mistakes of the past.
"Their deaths were completely preventable."
He's been the target of traffickers before, mainly to steal his eyes. It's happened twice already; once with a crazy ex of his and another due to the whims of a rich widow looking for the next thing to collect to fill the void.
