I need help finding this movie?

This movie traumatized me as a child and I need to find again.

It was a western movie, and I only remember two scenes from the movie. 

The first is a Native American person blows this dirt stuff into someone's face and their eyes begin to bleed. I think they died from it, but I'm not positive.

The second scene is the scene that scared me for life. A man who's about mid 20's gets captured by a group of people and they put him to death by stripping his of clothing, placing him in a cow hide sack and then placed over a fire so that the cow hide shirks as it dries out. The scene cuts wide and all you here is the man screaming and his bones snapping one by one.

I think the movie has Tommy Lee Jones in it but I can't remember. I don't think it's "No Country for Old Men" because that would men I was 14 when it came out, and I feel like I was around 10 when I saw this movie not 14.
