Okay Nanami brainrot real here. I just realized something

Nanami refused to request Ino for promotion because he knew that the higher ups were sending people on missions higher than their assigned grades. He was protecting Ino. Nanami knew that Ino could handle grade 1 curses and wanted him to stay grade 2 so if the higher ups sent him on a grade 1 case he would still be safe. Rather than Ino being grade 1 and sent on a special grade case.

In a way Nanami manipulated Ino’s trust and admiration of him, knowing that he would only accept a recommendation from Nanami. All for the sake of keeping Ino safe.
