Exclusive: New data shows applications for sex offenders to be removed from the register have 75 per cent success rate
Thousands of paedophiles and rapists have successfully applied to be removed from the sex offenders register since 2019, prompting calls for a comprehensive overhaul of the system.
Campaigners have described the findings, which show a 75 per cent success rate for applicants to be taken off the register, as alarming and claim the system is prioritising offenders over victims.
New figures obtained through freedom of information requests by The Independent show at least 1,998 sex offenders in England and Wales have had their applications approved by police forces since 2019. This equates to three-quarters of the 2,664 offenders who submitted applications to the 30 forces that provided data.
Among those who had their details taken off the register were offenders convicted of at least 471 paedophilia-related crimes, including child rape, incest and sexual assault.

For years, Rhonda Fleming has been trying to get male criminals out of womenâs prisons. The 58-year-old, who is serving a 27-year sentence for Medicare fraud, has spent nearly a third of her life behind bars, and for most of that time, she has been in federal prisons where she says sheâs been forced to share facilities, including showers and restrooms, with male felons who identify as transgender.
âWhen they initially arrive, they have long hair and look like theyâre trying to wear makeup,â Fleming told The Free Press. âBut after they have achieved the goal of getting into a womenâs prison, they start letting their beard and their mustache grow out, they get a haircut like a man, and theyâre walking around like a guy.â
All 29 federal female prisons in the U.S. allow male criminals who identify as women to be incarcerated. This practice began in the early 2010s under the Obama administration. At the time, prisons were experiencing an uptick in the number of male inmates identifying as transgender, and they requested guidance over where to place these prisoners. In 2012, the Department of Justice developed a âtransgender offender manual,â which allowed âhousing by gender identity when appropriate,â regardless of âgenital status.â
Between 2018 and 2020, the Trump administration pushed back on this, asserting that biological sex should be the âinitial determinationâ for placement, allowing for gender identityâbased placement âin rare cases.â But the Biden-era Department of Justice revoked this change. At the last count on October 6, 2024, there are 1,487 incarcerated men who identify as women in federal prisons. According to the Bureau of Prisonsâ own data, nearly half of transgender prisoners in womenâs facilities are sex offendersâalmost four times the rate of the general prison population.
Since the policies went into place, there have been multiple reports of sexual assault by male trans-identifying inmates toward female inmates. One woman who sued Rikers Island jail in New York in 2020, alleged that, after arriving in her cell, a male inmate introduced himself by saying, âIâm not transgender. Iâm straight. I like women,â before groping and later raping her. Another female claimed she was raped in the prison shower by her six-feet-two-inches, 200-pound, bearded male attacker. In 2022, a trans-identifying male in a New Jersey womenâs prison impregnated two prisoners.
As a bare minimum, says Bone, prisons have to stop allowing âsex offenders and men with penisesâ in womenâs prisons.

This is an old article. The most recent update I can find is from 2021, when the court upheld her life sentence. She was forced to give birth to the rapist's baby in prison, and as of this year, I believe she's been incarcerated for nearly 12 years.
She more than likely wasn't his first victim, but she ensured he'd never be able to hurt another woman or girl, and for that she's a hero.

Women are being pressured into sex too soon after giving birth
THE birth of Celesteâs* third child was rough. For six days, she wasnât dilated enough and the hospital kept sending her home. Finally, when the labour started in earnest it dragged on for 18 hours.
After Olive* was born, mother and baby were exhausted. Instead of sending them home, hospital staff kept both of them there for two days.
âIt was a natural birth and I did suffer tears, of course, and was sore and had very heavy periods,â 34-year-old Celeste recalls, âIt was explained to my [former] husband that we couldnât have sex for six weeks, but of course he didnât listen.â
Celesteâs husband, Neil,* was violent and drug-addicted. Just 40 hours after coming home from hospital, she was raped.
âI told him I wasnât ready but he didnât care. He forced me to have sex with him. It was the worst feeling and I hated every second of it. It wasnât the gentlest of sex either. It became very violent.
âAfter he had finished all he could say to me was that my vagina didnât feel the same and that I better fix it.
âI was mortified and in immense pain because of him forcing himself inside of me. I couldnât stop it. I tried. I told him âno.â I felt powerless. I kept saying to him, âYou know, you said you wouldnât hurt meâ,â she tells me.
âAfterwards I had massive clots but he wouldnât let me go to the doctor. Iâm no longer with Neil. But itâs been five years since then and sex still hurts. I think he did permanent damage,â Celeste says.
This is a side of pregnancy and childbirth we rarely discuss â women being pressured either verbally or physically into sex far too soon after childbirth.
Although there is scant research into this area, a social media call-out for stories prompted numerous women to contact me. Some related stories of being verbally nagged or pressured by their partner to have intercourse before they were comfortable. Other experiences women related have far more in common with Celesteâs story of being sexually assaulted.
Yet a third group of women pressured themselves into having sex too soon because they felt obliged to âservice their man.â
In a Facebook message to me, Sally*, 42, explains she had traumatic births with both her children. She recalls her former husband pressuring her for sex within a fortnight of the births.
âThere was a lot of âI need sex to feel loveâ and sulking if he didnât get it,â she writes.
WHEN IT COMES TO SEX, WHEN IS TOO SOON AFTER CHILDBIRTH?
âThe biology of childbirth is such that there is a six week period of time after childbirth, where the womanâs body gets back to normal,â says Dr Gary Swift, president of the National Association of Specialist Obstetricians and Gynaecologists.
He explains that this healing period is especially important for women like Celeste who have experienced birth trauma: âNot only would sex within that six week period be painful and uncomfortable for women, there is the risk of disrupting the suture lines and causing ⊠injury that might adversely affect healing and long term sexual function. That would be my concern, particularly if it was a violent episode.â
While women are bleeding after childbirth, Dr Swift says it means âthe cervical canal is open so the normal infection barriers that stop bacteria going up inside the uterus and causing endometritis and upper track infections, havenât restored themselves properly so ⊠itâs not time to be sexually active.â
Dr Swift stresses that the six-week period is âjust a biological time frameâ and that âit was never meant to be a sexual starting line.â
â[The] issues of biological recovery and sexuality need to be separated,â Dr Swift says, âItâs not as if in six weeks one day youâre back in the saddle and itâs safe to have sex again. Itâs very much and individual scenario.â
Dr Anastasia Powell is a criminologist at RMIT University and a co-convener of the Gendered Violence and Abuse Research Alliance.
She worries that the six-week mark is a damaging and misleading deadline, especially as some women report that their male partners ignore their physical health and simply cross off the days after childbirth until they are supposedly âallowedâ have sex.
Her first book investigated young peopleâs negotiations of sexual consent â and she sees many parallels here.
âThe idea that a male partner would be either aggressively or persistently insisting on sex so soon after childbirth ⊠speaks to that sense of male entitlement to womenâs bodies and to sex. Itâs really problematic that the sexual relationship is really only on his terms and about his needs and what he wants,â she says.
A mother herself, Dr Powell notes she wasnât ready after six weeks and bluntly says: âEvery woman whoâs had a baby knows itâs bulls***.â
Dr Anastasia Powell said there was no way she was ready to have sex six weeks after birth.
She goes on to say: âThey [men] need the doctorâs permission, not their partnerâs permission. Isnât that outrageous?!â
Delving into what she describes as âthe unwrittenâ rules about sex in relationship, Dr Powell lists them off: âGood women are meant to be sexually available for their man. Good women are meant to please their man. Good women are meant to put the relationship first and ahead of themselves and their own needs. Good women arenât driven by sexual pleasure or desire, theyâre driven by love and care in a relationship.â
âHIS ERECTION WAS PRESSING INTO MEâ
This unequal power position is certainly an experience 35-year-old Amy* can relate to. She met her charming and charismatic husband-to-be, Gary,* when they were just 15.
âHe made me feel amazing [and] made me feel like the only woman that existed on Earth. It was a very, very sexual relationship. He couldnât get enough of me,â she recalls.
Nearly 10 years later the pair married and started a family. But Gary was only happy within the relationship if Amy did exactly what he wanted, when he wanted. She says that often, Gary would shove his hands down her pants while she was preparing the kidsâ dinner. To stop him getting angry and frustrated with the kids, sheâd agree to unwanted sex.
âHe would get shitty and sometimes heâd take it out on the children. It was easier to just get it over and done with,â she says.
Likewise, Amy has strong recollections of being pressured for sex within two weeks of childbirth. Just like Celeste, she was still bleeding heavily.
In the middle of the night sheâd get up to breastfeed the baby and be dying to go back to sleep: âHis erection was pressing into me [and] I remember him going, âAh, Iâm so hot for you right now. Iâm so hot for you. Baby, baby, Iâve just got to.ââ
And despite her protests of âIâm just knackered, honeyâ Gary would keep kissing her.
Amy says sheâd feel there was no other choice, âknowing that I just want to get back to sleep and knowing the quickest way to go back to sleep is to give in.â
âOne night he made me give him a blow job because I was still bleeding so much and he told me to, âHurry up and stop bleedingâ so he could get back inside me. I remember feeling upset and like a failure because I couldnât keep him happy,â she recalls.
Her memories of forced sex after childbirth are tied together with other types of sexual coercion in the relationship. During their marriage Gary pressured her to take part in a threesomes and swinging. He was also violent, pushing and restraining her and punching holes in the walls.
âHe was an SES volunteer. He developed post-traumatic stress from attending a fatal car accident. Directly after that, in the middle of 2010 things got bad, really bad at home,â Amy says.
Just two years ago, Amy left Gary and wishes sheâd done it sooner.
âI was very protective of my ex-husband. I wanted to protect the perfect, happy successful image of a couple that we had worked quite carefully to portray.
âI wish now that Iâd gotten out earlier. I wish Iâd been able to protect them [the kids] more. Me allowing my ex-husband to violate me in the way that he did wasnât protecting them,â she says.
Pondering the differences between women who are being verbally pressured for sex as oppose to others who are being physically forced, Dr Powell urges us to view this as âa continuum of sexual violence.â
âA lot of womenâs sexual experiences are not simply sexual assault on the one hand and consensual on the other hand. There are a range of behaviours in between with different levels of pressure or coercion or force,â she says.
In terms of solutions, Dr Powell questions whether in addition to supporting new mothers, we also need to think about educating and talking with fathers about their expectations once the baby is born.
âAs a male partner, youâre not going to be priority one in the relationship for quite some time. How do we adjust and prepare for that? Having to adjust to fatherhood, theyâre dealing with a shift in their masculinity as well,â she says.
