In this world, Neptune had no authority, true, but she could certainly act as the authority figure she technically was in her world, to protect citizens... but there was definitely no harm in a toy gun. But a man as strong as the one in front of her, so big, so muscular... he definitely gave off the “ineffectual villain” vibe.
She of course wouldn’t test it in his direction - were he lying, it would make her a murderer... and even an attempted murderer wasn’t something she wanted to kill, especially a human one.
