Does anyone here know if Takenobu Mitsuyoshi is the one doing the lyrics to the initial parts of Stardust Speedway (JP) - Present in Sonic CD?

He's credited in the game in the special thanks section & I can't find any other credited samples for that part even though most of the samples the song use have been identified already. He was also the main composer for "Daytona USA" which is a game created by Sega and if you listen the "Game Over" jingle for that game, the voices are a bit similar.
