FEDERALISM 101 WITH SEN. NENE PIMENTEL Former Senator Aquilino “Nene” Pimentel Jr. visits Valenzuela City to discuss the federal form of government at the Forum on Federalism and Constitutional Reform held at the Valenzuela City of the Performing Arts Auditorium in Brgy. Malinta, January 25, 2017. Sen. Pimentel is known as the author of the Local Government Code of the Philippines of 1991. On April 25, 2008, he authored a bill that would change the system of government from centralized to federal. Federalism is a form of government where sovereign powers are constitutionally decentralized between the central governing authority (the national government) and constituent political units that are called states or regions. Federalism is the priority platform of President Rodrigo Roa Duterte during his run for presidency.
