Ongoing bill in Brazil to close the Zoobotanic Foundation Of Rio Grande Do Sul is going to make the state retreat to the dark ages in biodiversity, says biologist
The proposal of extinction of the Zoobotanic Foundation Of Rio Grande Do Sul (FZB/RS), introduced in August 6th 2015 by governor José Ivo Sartori (from PMDB, or Brazil’s Democratic Movement Party), as part of a package of “fiscal adjustment” measures, represents an unacceptable regression that is going to throw the brazilian state of Rio Grande Do Sul back to the dark ages in terms of knowledge and defense of its biodiversity. The statement was given by biologist Paulo Brack, professor in UFRGS (Federal University Of Rio Grande Do Sul) and member of Rio Grande Do Sul’s Institute Of Environmental Studies (InGá), who published a letter condemning the proposal and “appealing to the good sense” of state congressmen and the Sartori government for them not to take this iniciative forward. The extinction of the FZB/RS, says the letter, threatens one of the most complex collections of biodiversity and studies of environmental impact of the most important enterprises in the state.
For an overall superficial context: five years ago, Brazil’s economy grew three times faster than the United States. In 2011 its economic size surpassed Great Britain’s. Millions of Brazilians moved from poverty to the middle class, and the president at the time, Luiz Inácio Lula da Silva, had an 83% approval rating. However, it has had a dramatic fall from grace. The nation has been embroiled in a massive political scandal, has seen a historic bankruptcy and is being led by president, Dilma Rousseff, with historically low popularity. There is a recession provoked by the end of a commodity boom, growing unemployment and inflation at its highest rate in a decade. The real, brazilian currency, hit 3.52 against the U.S. dollar this week, its lowest value in 12 years, and the country’s investment grade is imperilled. (x)
Amidst this crisis, Rio Grande Do Sul has been strongly affected. Facing a revenue deficit of 13%, which is aproximately R$5 billion or US$1,435 billion (x), the governor has parcelled the payment of teachers, public servers civil and military police officers, who then started a paralysis of state servants and are articualting a general strike until August 18th (x). This week, he also has sent 10 bills to the Legislative Assembly with measures for the third phase of the state’s fiscal adjustements, that included the extinction of three foundations, among them the FZB/RS (x).
Brazilian scientists are very worried, because the foundation is responsible for the development of scientific research, studies, projects and environmental education activities that contribute to biodiversity conservation in the state. Its Museum Of Natural Sciences holds about 400,000 records of plants and animals in their scientific collections; its Botanical Garden houses representative live collections of the state’s ecosystems, and helps in conservation of endemic and endangered species in Rio Grande do Sul; its Zoological Park maintains a collection of live animals, representatives of native and exotic wildlife, that make up a squad of about 1,500 animals of over 180 species. One them, the biologist Paulo Brack, has published this August 6th an open letter in the name of Rio Grande Do Sul’s Institute Of Environmental Studies (InGá) urging for the government to withdraw.
