additionally i do think L thinks ends justify means but the ends in question are to solve the case. because he likes solving cases. the ends are not "save as many lives as possible" or "stop kira" stopping kira is important but a side effect. the reason he hasn't gotten watari to run light over with a car yet isn't morality it's because then he would never catch kira ever. he likes the puzzle of obtaining enough evidence to convict. he likes ragebaiting because his dream is to catch someone saying something incriminating. he lives for this shit god knows why
