It's the symbol of ComStar, the technoreligious cult that was — for many centuries — the only source of interstellar communications, minted the primary currency of the setting, and acted as the primary registration authority for mercenary commands, and controlled the Sol system.

They were pretty important.

They also started massive setting-wide wars, assassinated scientists, and manipulated events across the setting so that they could be the sole holders of knowledge over advanced technology — which they eventually wanted to use to resurrect the setting's largest faction (under their leadership, ofc), to bring humanity back to the "golden age" that they and many others felt that faction represented.

They're dead and/or irrelevant now. They had a civil war that split them into religious fanatics and secular non-fanatics that ended causing one of the most devastating wars in the entire history of the setting, and then they got absorbed or bought out by factions that emerged in the wake of said war.

I should note that in the lore, it is never explicitly stated that Jerome Blake, the founder of Comstar, was NOT a horseshoe crab. This would explain a couple of things.
