How come there isn't a playable Miss Pauling mod? or maybe someone is already doing it owo

My engineer Loadout, tbh, i love these cyberpunk looking in tf2, maybe i will draw my sniper next. I trying to improve backgrounds, its the most difficult stuff to me! :((((
