Just wanted to add some more info: they know stuff like this can’t happen because of Roe v Wade BUT they want to make it law so if Roe is ever overturned(like some are think will happen with Kavanaugh), this will go into effect. There are many states that have similar restrictions on abortion that is only blocked by Roe and court precedent. Some states have laws that ban abortion all together and it will immediately go into effect the second Roe is overturned(called trigger laws). These things are elaborate laws that are contingent upon a grand plan years in the making. The devil works hard but the GOP works harder
