I dunno if we ever reached a conclusion about who said this line…? Last I heard, Caleb Cook said it was Dabi but he wasn’t sure about it, and the unofficial translators thought it was Hawks because of the grammar, pronoun, and word choice.
Here’s why I lean towards thinking it’s Dabi. I’d be ecstatic if it were Hawks speaking, but there’s meaning in how Hawks addresses Jin: Hawks transitions from calling him “Twice” to “Bubaigawara.”
Two months before the hospital raid, Jin pulls Hawks aside for some advice.
At this point, it’s been one month since Hawks joined the PLF, and one week since Kurogiri told Aizawa the hospital hint. Jin has already spilled Shigaraki’s location to Hawks. Now he’s run to Hawks for help writing a mission statement, and when Hawks helps him out, Jin cheerily calls him a stellar guy:
Verbally, Hawks called him “Twice”—but in his thoughts, Hawks calls him by his full name. Coming from Hawks, this is important! He sacrificed his original name to give up any identity outside of his hero persona. His choice to discard Jin’s villain name shows how Hawks recognizes Jin outside of the villain/hero binary, as a person, in a way that Hawks can’t be. This is meaningful to Hawks.
By backstabbing time, Hawks addresses Jin verbally as Bubaigawara. So, either 1) at some point during the intervening two months, Hawks began to call him Bubaigawara, or 2) this is the first time he’s doing it.
(note that this internal monologue occurs post-264)
Hawks, along with Giran and Skeptic, is one of the few characters to call him this. Jin addresses himself as Twice, both in in dialogue with his doubles and in his internal thoughts:
(^^ though it’s possible he only thinks of himself as Twice in battle contexts. In his “I am me / am I me?” moments, I don’t recall him ever using a name/label, it’s always just “me.”)
Edit: Whoops, I forgot to actually state my point. Because Jin seems to think of himself as Twice, and almost all his friends call him Twice, I tend to think Hawks calls him Bubaigawara on his own initiative and not because Jin asked him to.
Shigaraki, Spinner, Mr. Compress, and Dabi call him Twice, too.
I can’t remember if we’ve gotten an internal monologue from Dabi that includes calling Jin by a name, though.
So…
Twice. This isn’t your fault. As always, scummy heroes are to blame.
It’s possible that Hawks reverts for this one line, and I have some muddled thoughts on why he would do that, but the simpler explanation is that it’s Dabi.
Ultimately, I don’t think the exact speaker matters much. I can’t imagine Horikoshi and his editors just…didn’t notice how ambiguous the grammar and paneling were. So, I think it was probably on purpose, and even if Dabi was the one putting it into words, Hawks feels something similar.

Hawks is noted by the HPSC and by Endeavor for how much he snoops around, and Hawks pretty much tells Midoriya that the secret to being speedy is to anticipate what’s about to happen, which requires staying up to date.
He lets his fans touch his wings without asking:

He makes the gesture of removing his visor when he’s being particularly honest:
Once his visor is on or off, I don’t see a distinct relationship to his honesty, but when it transitions, it’s pretty distinct.

It's been five years since I posted Your Wings on Ao3 and I'm back with the Hawks brainrot. I've fixed mistakes that I didn't like within the first seven chapters and updated those. But then I sat down and realized I still didn't like the first seven chapters. So I commissioned some artists like r.rabbit from Instagram to help give me inspiration, and our girl Shiemi LOOKS GORGEOUS!!! I ALMOST CRIED!!!
I've started putting pictures in the fic itself, and I'll have the first five chapters rewritten and posted hopefully soon!
